Using Apple Configurator for installation & management. Apple has a free software package for Mac called Configurator that makes it much easier to deploy multiple iPads, allowing you to configure device settings, install apps and data, and supervise devices that need to maintain a standard configuration. Then, on that user's computer running 10.13, log in to the App Store and click on Configuration 2 (as it will show up), and you'll be offered to download the last compatible version for your OS. I just did this to get Configurator 2.7.1 installed on my Mac running 10.13.6. 2 found this helpful.
